When a haji states the Niyyah (meaning) of Hajj and Umrah and expresses Talbiyah, assured halaal (permitted) things become haraam for him. This joint action (Niyyah and Talbiyah) is named Ihram. The two sheets that a haji dresses for Hajj or Umrah are symbolically known as Ihram but the real Ihram is Niyyah & Talbiyah. If somebody wears these two sheets and does not affirm his meaning for Hajj and Umrah.
